Caught between a veto crisis and a budget crisis, the Organisation is struggling to halt the escalation, while the United States&#8217; disengagement is further undermining its funding and authority. Against this backdrop, in September 2025 Beijing launched its Global Governance Initiative<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> (<a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xw\/wjbxw\/202509\/t20250901_11699912.html\">GGI)<\/a>, as a support to the Charter but backed by multilateral networks (<a href=\"https:\/\/fr.wikipedia.org\/wiki\/Nouvelle_Banque_de_d%C3%A9veloppement\">BRICS\/NDB, <\/a><a href=\"https:\/\/fr.wikipedia.org\/wiki\/Banque_asiatique_d%27investissement_pour_les_infrastructures\">AIIB, <\/a><a href=\"https:\/\/fr.wikipedia.org\/wiki\/Organisation_de_coop%C3%A9ration_de_Shanghai\">SCO)<\/a> and techno-financial channels (<a href=\"https:\/\/en.wikipedia.org\/wiki\/MBridge\">mBridge<\/a>) ready to deliver concrete capabilities.
