These documents are assessed against the realities on the ground and the critical analysis of the project\u2019s designers, Christopher Cordey and Marie-H\u00e9l\u00e8ne Caillol, whose analyses are featured in this dedicated section of the GEAB.<\/p>\n<p>In March\u2013April 2027, the <a href=\"http:\/\/www.terracognita2089.eu\/\"><u>Terra <\/u><u>Cognita<\/u><u> 2089<\/u><\/a> team will travel to Morocco to physically explore the country\u2019s future \u2018along the waterways\u2019 (this article is the result of preparatory research for the study trip). Indeed, Morocco has made water security one of the pillars of its strategy for 2050<a href=\"about:blank#_ftn1\" name=\"_ftnref1\">[1]<\/a>. Dams, inter-basin transfers, water recovery, desalination&#8230;, the Kingdom is building rapidly to reduce its dependence on rainfall. But this new control also shifts vulnerabilities towards energy, capital, infrastructure and perhaps the ocean itself.<\/p>\n<p>We cannot understand Morocco\u2019s trajectory if one begins with industry, ports or diplomacy. We must start with water.<\/p>\n<p>Morocco\u2019s water stress is well established. In 1960, each Moroccan had 2,560 m\u00b3 of renewable water per year; by 2020, this had fallen to 620 m\u00b3. Around 2030, the country will fall below 500 m\u00b3, the threshold for absolute scarcity<a href=\"about:blank#_ftn2\" name=\"_ftnref2\">[2]<\/a>.
