An article in the GEAB of March, in the form of a vision rather than an anticipation, suggested a sustainable way out of the current Western crisis by transforming NATO from a transatlantic to a transarctic organization[1]. It’s not often that we judge one of our articles to be of such strategic importance, and so we wanted to give it special resonance by presenting it to various political, institutional and diplomatic figures.
Among these personalities, the former Director of Intelligence of the DGSE (French intelligence service) and Honorary President of the Académie d’intelligence économique, Mr. Alain Juillet, gave us the pleasure and honor of responding.
Marie-Hélène Caillol and Alain Juillet met in Paris at the end of April to share their analyses of the crisis facing NATO, Europe and Europe’s ability to anticipate. The following article summarizes Mr. Juillet’s clear view of these issues, and in particular of the challenges in the Arctic, which the EU underestimates.
Alain Juillet and the collective economic intelligence
A few words about Alain Juillet. A former company director (notably Pernod Ricard and Jacob-Suchard), he was given responsibility for opening up the DGSE to economic intelligence in 2002, and then for setting up economic intelligence within the Prime Minister’s General Secretariat for National Defense from 2003 to 2009 (over a period that interestingly spanned 3 prime ministers: Raffarin, Villepin, Fillon).
Since then, he has been deeply committed to a more shared geo-politico-economic intelligence, and has set up and run a number of clubs and associations in this field. And 3 years ago, with his accomplice Claude Medori, he launched the Youtube channel OpenBox.tv, which aims to discuss geopolitics with a view to providing a freer, more nuanced understanding than the current media allow… while also giving his guests time to explain themselves. A successful gamble on the long format, these programs are now watched by almost 200,000 people in France, Europe and the rest of the world, including many young people and a wide range of socio-professional categories. A fine effort to reopen public debate on key issues such as war and peace.
